We are an experienced Samoan based and operated family business that specializes in telecommunication infrastructure design and build, LTE network design and install, VSAT installation, building construction and civil engineering consultancy.

BACKGROUND
Founded in 2008 by Papalii Lima Charlie Fruean, Telecommunications Building and Civil work or as shorten TELBAC Engineering is a small family owned business that began with site cleaning contracting work under the Ministry of Works for 2 years following its establishment. TELBAC Engineering started as a sole trader until 02 February 2023 when it was incorporated as a private company under the Companies Act 2001 of Samoa. Fortunately, TELBAC Engineering has had the opportunity to be contracted to building constructions and renovation as well as construction of tower civil builds and erection, and fibre civil work and implementation in late 2010. TELBAC Engineering was the builder of the popular Digicel Samoa Noah’s ark (first and the highest SST 61 meter tower in Samoa) located at Tuanaimato as well as Siusega tower site which has been recommended as Digicel model site because of its high standards and quality. TELBAC Engineering constructed and erected several tower sites on high ground locations with limited or no road access such as Mt Vaea site, Mt Tafua site (Tuaefu). TELBAC Engineering have also erected other types of masts that used guy structure. It has always been successful in meeting projects time lines and responding to clients’ needs in short notices. Our projects included the installation of the Phase 1A of Digicel’s first optical fiber network (design and civil work) for the UN Small Island Nation Conference held in Samoa in early September 2014, Sheraton Aggie Grey Resort Mulifanua Fibre (Fibre design, project management and civil work), National University of Samoa, APTC and SNPF Fibre Projects from January to April 2015.TELBAC Engineering was also contracted for Telecom Infrastructure work design and implementation of copper and fibre for Sheraton Aggies Hotel in Apia from February to May 2016.
TELBAC Engineering has had its first opportunity in the Pacific to roll out Tokelau’s 4G/LTE network in 2016, this included:

Though it is a relatively small scale operation , TELBAC Engineering management and staff are indeed passionate about the work they do. TELBAC Engineering takes pride in its work by accepting any challenging jobs that come in its way believing that ‘No job is too big or too small’. In recent years, we have engaged the services of experienced & specialized technicians on fixed term contracts or when needed for specific telecommunication work. In addition, we have also included in our team specialized skill carpenters and joinery who have been engaged in building and construction work.
TELBAC Engineering ’s capacity to expand its business in telecommunication has been quite a challenge due to limited opportunities with the main providers opting to retain various technical install services in house. Though the telecommunication sector in Samoa is yet to reach full potential , it is however slowly but surely moving towards utilizing more efficient and cost effective resources to provide better and faster telecommunications and data services to subscribers and customers . This includes the installation of Optical Fibre Network by one of the mobile & data service providers giving TELBAC Engineering company the first opportunity to carry out their fibre installation, fibre pulling (overhead & underground), splicing and testing, and trenching, ducting and as well as civil work.
In 2017, TELBAC Engineering worked as the main local contractor for renowned international companies such as Huawei International Pte. and Ericsson Telecommunication to roll out the Digicel Samoa LTE switch from Ericsson equipment to the Huawei system.
From 2018 to date, TELBAC Engineering has been engaged mainly in various telecommunication work in Tokelau that include:
(i) Teletok Tokelau Submarine Cable Civil Work Project
(ii) USP, Tokelau Satellite Antennae Project.
